In 1854, Sir Charles Woods, the President of the Board of Control of the British East India Company, prepared a formal despatch and sent it to the then Governor-General of India, Lord Dalhousie. It suggested a large shift in English language use within India. The Wood’s despatch is also known as the “Magna Carta of education development in India”.
It rejected the downward infiltration theory and recommended a hierarchical education level. Provision was made for a systematic method of education from the primary level to the university level.
The medium of instruction at the primary level was to be vernacular, while at the higher levels, it would be English.
It recommended the promotion of vocational language and teacher training.
It also proposed to promote secular education.
